CEAR Credential Policy
as of January 1, 2009
It is the policy of the FEAC™ Institute to require recertification or refreshment of its credentialing triennially (every three years). This program shall be know as the FEAC™ Institute's Continuing EA Recertification Program. This policy is effective, retroactive to January 1, 2009.
RATIONALE: Like most professional institutions overseeing certification or accreditation of practitioners, FEAC™ must be able to attest to the continued capabilities and currency of its CEA Fellows ensuring that their knowledge, skills and capabilities are refreshed and grow, reflecting the best practices, standards and norms within the EA profession.
FEAC™ CEA FELLOWS MEMBERSHIP: Immediately after graduation you are automatically added to the CEA Fellows and the EA Certification is current for one three year period. After that, CEA Fellows must achieve and report 20 EADUs for every year in a three year refreshment period. The membership fee to triennially recertify, maintaining CEA Fellow Membership, is $99.00 per refreshment period. This fee enables FEAC™ to process recertifications, maintain current information, and provide CEA Fellows with valuable information and discounts to upcoming events, activities and opportunities (which are announced on the FEAC™ Institute's website and delivered via e-mails). Participation in these events and activities earn EADUs. The fee is due January 1, starting three full years after graduation. For example, if you graduated in August 2008, your Certification is good till August 2011. Then you must recertify online starting on January 1, 2012. The next recertification would be due on January 2015, and so forth. Recertification fees and EADUs are due January 1, but are delinquent after January 31st. On January 1st three years later, if not recertified, the certification is lapsed. After six years it is dormant and a class must be attended to get it refreshed. All FEAC™ CEAs that have not recertified have a grace period until January 31, 2011 to recertify without any delinquency or further requirements. Only 60 EADUs must be reported, however, they cannot have been earned before January 1, 2007.

DEFINITIONS: The following terms are defined, contextually, as used in this policy.
FEAC™ Institute (FEAC™) – The Federated Enterprise Architecture Certification Institute.
Certified Enterprise Architect (CEA) – The title of the FEAC™ Institute’s Certification as a qualified professional Enterprise Architect (also referred to as a Black Belt – Certified Enterprise Architect) earned by graduating either the FEA-F/Commercial or DODAF EA Certification Programs. The Certification is issued by either the California State University at East Bay or the National University. All previous FEAC™ Institute Certifications are grandfathered as Black Belt CEAs.
EA Development Unit (EADU) – An EADU is a unit of measure for crediting EA professional development activities, events or training towards achievement of a refreshment goal within a specified refreshment period. Approximately one (1) EADU equals one (1) hour of EA instruction or involvement in a qualified EA development event, course, conference, symposium, webinar or other related and approved EA activity.
Credential Refreshment Period – The time frame within which credentials must be refreshed before they resort to a lapsed status. The FEAC™ CEA Certification is current for a period of three years from the date of graduation. The following January it must be refreshed through the CEAR Program.
Lapsed Credentials - After one three year period without recertification, credentials are lapsed. CEA Fellows can renew Credentials by following the Lapsed Credentials Process. After remaining lapsed for six or more years or two credential refreshment periods dormant credentials must be refreshed by attending Special Recertification /Update Class.
Lapsed Credentials Process- Any CEA Fellows that have failed to recertify, triennially, or for three years in a row, are lapsed. CEA Fellows with lapsed credentials may recertify by paying the back fees ($99.00) and posting 20 EADUs for each year missed (which cannot have been earned before the last year of recertification). After January 1st six years after the last recertification, credentials are dormant and must be refreshed via the Special Recertification /Update Class.

The cycle begins the day each student passes the certification exam and/or completes all of the requirements for the EA certification (Black Belt CEAs only) and ends with the start of the first refreshment period on January 1st after the same date three years later. To adhere to the CEAR, CEA Fellows must attend or participate in EA related professional development activities, earning EADUs. Special Recertification/Update Classes - CEA Fellows failing to recertify after two consecutive refreshment periods in a row must attend one of the FEAC Special Recertification/Update Classes. These two day classes will be announced periodically via the FEAC website.
Tips for Maintaining Your FEAC™ CEA Fellow Membership and Credential
1. Start right after receiving your credential to plan for maintaining it. Establish a strategy for attaining your EADUs before your first refreshment cycle begins. Use the EADU list to get ideas and set targets.
2. Maintain a personal folder for all your EADU claims documentation. This information will be valuable should your reporting form be randomly selected for validation audit.
3. Report activities soon after completion. This makes it easier to complete the EA Development Activity Reporting Form. Make sure your FEAC™ ID is on each form for proper credit.
4. Take advantage of the opportunity to transfer EADUs from one cycle to the next. You can transfer up to 10 EADU earned in the last year of your current cycle, forward, to the next annual cycle.
5. Make sure you have the EA Certification Program number for your respective FEAC™ classes (Co Name, Type, Year and Semester in which you graduated- i.e. DODAF02Summer or FEAF07Winter) which is required on the EA Development Activity Reporting Form. If you graduated with a class taught for a specific Organization, then you must also put the short version name of that company (i.e., NGCFEAF08Fall).
6. Do not let your CEA Fellow Memberships and credential lapse and keep your EADUs and membership profile information current.
